Overview

The Community Television Broadcasting Incorporated project was initiated through an introduction by a colleague to the Directors of the CTB incorporation, primarily by instigation, in form a change management initiative and re-build of existing communication infrastructures.

The main objective for the Community Television initiative was identified through consultation with managers and participants of the initiative on their premises located in the ABC building at 30 Fielder Street, Perth, Western Australia. The main outcomes of this project can be described as;

  • initiation of the participatory consultation process;

  • instigation of structured volunteers and internship programme;

  • identification of Key Principles with Directors and implementation of a Code of Conduct;

  • build and implementation of a website, digital workspace and intranet;

  • workflows and key role schematics;

  • generous contributions to the assets management and studio refit process

Type

Pro Bono - This project involved an unpaid contribution of 150 hours as well as sponsorship of three (3) internships. Oethica Group Productions uses the term ‘project’ to define business-related activities (including commercial in confidence agreements) which have a profit motive or pro-bono (derivative of the Latin term “pro bono publico”) which means ‘for the public good’, an ethical provision of services on a free or significantly reduced fee basis, with no expectation of a commercial return. In each and every project, in every case, Oethica Group Productions invests professional acumen, intellectual property and significant amounts of time in listening to achieve the project objectives and outcomes.

Consent

Oethica Group Productions seeks or obtains consent to conduct activities such as recording film or audio for productions in three (3) main forms; Subjects, Creators or Contributors. No consent was applicable in this project context.

Scope

Oethica Group Productions uses the term ‘scope’ in the context of consultation and agreements as broadly defining business-related activities in production and desired outcomes of those activities. Activities agreed upon and project managed by Oethica Group Productions in this project was focussed on consultation leading to decisions regarding information management and the advisory practices.

A range of issues was identified and the ensuing activities to counteract these were predominantly focused on the development of a holistic approach to organisational change, new memberships and a unified approach to industry partnerships, sponsorship and affiliate portfolio development programmes. A structured internship programme involving three (3) existing internships were consolidated into a structured approach of an 80-hour block.

Team

A number of middle and senior managers were involved in the consultation process. A flow-on effect to volunteers and internships occurred with an active engagement of Oethica Group Productions at an advisory level. The team approach to activity engagements was successful and a catalyst for the shift to new practices for the organisation.

Budget

This engagement process identified an organisation rebuilding from a state of liquidation. No budget was assigned nor were funds available other than what was generated through a membership process instigated by Oethica Group Productions. Contributions were noted from volunteers and interns as well as prior managers in the CTB organisation.

  • Sponsorship - A call for sponsorship resulted in the contribution from local business representatives;

  • Partnerships- No enduring business partnerships were generated during this project consultation;

  • Memberships - A small number of memberships were generated despite the assignment of a Recruitment Manager.

Deliverables

Project management within Oethica Group Productions involves extensive consultation with different parties and subjects prior, during, and in the conclusion of the main production periods of a project. We also consider that the enduring rights of those involved in projects are respectfully considered through our assertions of attribution or direct copyright.

Project deliverables are therefore those aims and objectives Oethica Group Productions sought to accomplish through our project engagement in the context of the Community Television Broadcasting project including;

  • Consultation - all project stakeholders and external affiliates;

  • Advisory Group - Formation and implementation of an advisory group to replace a dysfunctional committee structure;

  • Project Role Assignments - identifiable and structured role assignments from across three (3) portfolios;

  • Project Management - discernible responsibilities identified and assigned within a management context;

  • Design Portfolio - Corporate re-branding using ‘Looka’ brandkit portfolio development;

  • Website Development - Domain management and website build using Squarespace hosting, membership and eCommerce features;

  • Internship Programme - re-design with workflows and agreements implemented with existing interns;

  • Intranet - private organisational intranet setup using social network SAAS Circle.so;

  • Financial Management - structured financial management service Xero engaged ;

  • Workspaces - email and data storage through Google Workspaces administered;

  • Studio refit - physical contributions to the painting and clean out of the existing studio on-premises;

  • Sponsorship - organising and engaging local business for contributions.

Communications

The implementation of a communications protocol using the Signal application was of benefit in everyday communications. Engagement through email discourse included marketing workflows with the implementation of the Pipedrive application for marketing purposes. The use of the Circle.so application allowed for existing members and guests to converse privately and securely. No external social media engagements were noted through this project.

A Code of Conduct based on three core principles was developed to assist in the governance of the Community Television Network initiative. A series of further developments provided the impetus to engage members of the Advisory Group to this communication space to maintain communications in a project management framework.

Details

The Community Television Broadcasting Inc. project was initiated on Tuesday 9th March 2021. The project ended on April 14th 2021. A series of unfortunate circumstances prevented the formation of a new structure from being implemented out of Oethica Group Productions control.

The decision to transition web presence to a Squarespace environment was ratified by managers of the existing CTB structure. The declaration and invention of a new brand ‘Community Television Network’ were instigated by Oethica Group Productions. Project engagement was instigated and Alexander Hayes contributed to the clearance of domestic items on the premises and re-organisation of the existing studio to a working arrangement.

Discussion led to the preliminary formation of a transition from an incorporated body to that of a Company with Limited Guarantee (CLG). It was noted that a discharge of the existing management structure led to an altercation which ended the project initiative. During the duration of the project, the existing structure of the organisation was mapped and the identification of portfolio and service points leading to new business was made discernible. Alexander Hayes contributed to the engagement of existing volunteers to complete the audit of existing equipment, data management of existing computer assets television studio re-fit including paint out.

Oethica Group Productions invested in the financial management, information management and infrastructural proposed services of the renewed organisational framework. These were accepted as transitional and dependent on the capacity of the new infrastructure to financially sustain such an investment. The benchmark of 30th April for a full transition to a CLG was acknowledged as a critical juncture upon which date the structural forms invested by Oethica Group Productions would be withdrawn due to financial constraints.

The engagement of a communications framework involving the collection of personal data in the form of membership and organisational intranet necessitated the inclusion of policies protecting the interests of the new entity generated through consultation using GetTerms.io and SprintLaw Australia. All efforts were made to retain the data and membership monies in a structured manner befitting transition to new administrative control.

Communications to that effect were repeatedly made reinforcing the importance of a transition based on agreement with the principal bank guarantor for the existing CTB organisation.
